简要规则描述：本项目为监控系统维保服务，拟通过公开竞争性磋商的方式选择一位合格供应商对唐镇道路监控系统、城运中心机房及智能化设备、智能安防设施、联勤联动站会商系统设备提供维保服务。（具体详见第三章采购需求书）
Brief Specification Description:This project provides maintenance service for monitoring system. It is planned to select a qualified supplier to provide maintenance service for Tang Zhen road monitoring system, computer room and intelligent equipment of urban transportation center, intelligent security facilities and consultation system equipment of joint logistics station through open and competitive negotiation. (For details, please refer to Chapter III Procurement Requirements)
合同履约期限：1年，具体以合同签订日期为准。
The Contract Period:1 year, depending on the date of signing the contract.

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小型和微型企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the measures of reserving shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and micro enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织；
4、本项目不允许转包。(c)Specific qualification requirements for this program:3. It must be a legal person or an unincorporated organization established in China according to law; 4. Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of theGovernment Procurement Law of the Peoples Republic of China;
(ii)未被信用中国（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by Credit China (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
